Land moved from the State Government to DICDL, the joint-venture company that develops the Activation Area. The transfer is the mechanism by which the State pays in its share of the company, so it is a shareholding event recorded as an area. The company's own annual report states the same transfer in hectares, and the two figures agree once the units are matched.
