This is the extent the Delivery Monitoring Unit reports as planned for the region. It is a planning boundary, not built area and not serviced area. The reports print the word approximately in front of it, so the figure is a round one by the source's own admission, and it is repeated unchanged in every edition.

A planning extent tells you nothing about how much of that extent has been developed. The reports publish no serviced-area figure for Dholera at all.
